Promoting digital self-learning in the public sector

Amid ongoing administrative restructuring and the rollout of a two-tier local government model, enhancing the capacity of civil servants has become increasingly urgent. Directive No. 14/CT-TTg, issued on April 22, 2026 and signed by Pham Thi Thanh Tra, underscores the importance of promoting digital self-learning as a key condition for building a modern, citizen-centered public administration.

Recent developments show that while Vietnam has made significant progress in building digital government infrastructure, human capacity remains a major bottleneck. A segment of public officials still relies on manual processes and is reluctant to adopt new technologies, affecting administrative efficiency. The directive makes clear that digital skills are no longer optional but mandatory, setting a target that by the end of 2026, all civil servants must be proficient in using digital platforms for their work.

To achieve this goal, ministries and local authorities are tasked with focusing on three core pillars. First, leveraging the “Digital Literacy for All” platform integrated into VNeID to enable flexible, anytime learning. Second, developing AI-powered virtual assistants to personalize learning pathways and improve training outcomes. Third, strengthening the exemplary role of leaders in driving digital transformation.

Beyond short-term training targets, the directive aims to lay the foundation for a data-driven governance system. As civil servants master digital tools and online public services become more efficient, the administrative apparatus is expected to become leaner, more transparent, and more professional.
